While reviewing #1967 I've noticed that updates to
wp-includes/theme.jsonwere missing, specifically, theappearanceToolsflag.This PR also sorts the keys alphabetically so the changes are easier to compare with Gutenberg. See related WordPress/gutenberg#36968
Note that this PR also includes the changes of #1971 which I've closed in favor of this one.
