release (v2): 2.0.0-dev.8 versions

The 2.0.0-dev.8 version bump, in the same eight files as the 2.0.0-dev.7 bump. Both Python lockfiles pass uv lock --check, and Go's ocifetch tests pass locally.

dev.8 carries:

• v2: a declined export's payload is absent in all four bindings; batches.md's unconsumed and payload notes, measured #620: a declined export's payload is absent in all four bindings (it was present-but-empty), decided from export_declined.
• v2 spec: a declined export's out_export is NULL; calls before chs_initialize refuse (prose, fp unchanged) #621 and v2 spec: the pre-init refusal (precision) and chs_preview_row reads exactly one row (prose, fp unchanged) #622, spec prose with the fingerprint unchanged:
  • a declined export gives a NULL out_export;
  • calls before chs_initialize and after chs_shutdown refuse;
  • chs_preview_row reads exactly one row.
    The library side of the first and third starts with the first core build after dev.12.
• docs (v2): filter enforcement lifted again for 11 pairs from build 20261010.180314; register a CREATE-level divergence #617: the filter enforcement gate lifted again for 11 pairs, and a CREATE-level divergence registered.
• v2: the abandon test waits for the abandoned attempt to end; the stub census prints every failure's own text #618: a test-timing fix, and failure text in the stub census.

It pairs with artifact build 20261011.105019 (dev.12) at fingerprint d60a681e. Staging's 26.9 and its alias still serve index sha256:d85c4eef… (measured).
