Purpose of this PR

This PR aims to update our general CI dependencies. I intend to close all other PRs created by renovate and mentioned in the list below when the Full CI is green and I have a green light to merge this

  1. Issues with builds for GameCoreScarlett and GameCoreXboxOne are caused but the issue described in https://unity.slack.com/archives/C06TPSM32/p1765276237198869 so we just need to wait until those changes land and the issue will get resolved by itself
  2. I got often failures on iOS (EXAMPLE1, EXAMPLE2) of Unity.Netcode.RuntimeTests.NetworkObjectSynchronizationTests(DisableNetVarSafety,Host).NetworkObjectDeserializationFailure test (see example below). I disabled this test on iOS and logged a bug in MTT-14172

  1. I updated some typos and editors to reflect current state (for example building for 6000.3 instead of 6000.2 for Playtest)
  2. chore(deps): update dependency recipeengine.api.extensions to 7.2.1 (develop-2.0.0) #3819
  3. chore(deps): update dependency recipeengine to 7.3.1 (develop-2.0.0) #3807
  4. chore(deps): update dependency recipeengine.modules.wrench to 1.4.0 (develop-2.0.0) #3797
  5. chore(deps): update dependency recipeengine.api to 12.0.1 (develop-2.0.0) #3753
  6. I also added specification of exact UTR version that our jobs will use. This is because quite often the version on the image lags behind and this will give us some stability + allow to pick for latest bug fixes when applicable
