This should be merged before anything else @yebai . Once this is through, we can ensure that the rest of the PRs pass the tests. IMO we should make a new release after this PR has been merged to reduce the number of changes. |

This PR upper-bounds Distributions.jl in tests to ensure that the deprecation warnings doesn't time out the tests until we've updated the tests accordingly.
