Switch towards Options pattern #590
Description
Current Steeltoe API requires passing in Configuration object into many service registration calls. This is not only awkward from a syntax perspective, but it also goes against the intended use of .NET configuration architecture as it relates to Options pattern, and doesn't allow runtime config refreshes to occur.
