Getting situated with the TAMU_ROVm repository

This library is focused on the modeling and simulation of underwater ROVs. This stems from work on a BlueROV2, from Blue Robotics, done at Texas A&M. The following wiki is to help provide instructions on setting up the BlueROV2 for testing, controlled via either the native QGroundControl GCS environment, or with ROS.
