bin1d_vec doesn't return correct value for right_continuous with scalar input #116
Description
the bin1d_vec function should return -1 when flag right_continuous is set. this behavior is caused by an error on line 96 of the csep/utils/calc.py module. this issue was spotted by @khawajasim
