Introduce WireMod to sbncode
I have not had the cycles to investigate using WireMod lately, but here is the code I developed for use.
An example of how the utility can be found in the feature/wiremod_v09_89_01_01 branch of icaruscode. This does not include plans for non-gaussian modifications, which would require additional changes to the utility which I have not had the time to introduce.
