[OP-233] Add Content Header Component

Why?

A page or section content header has shown up as a common pattern desired. This aims to provide that.

This is the first component is almost 2 years with #209 being the last one added!

A lot has changed in the implementation of Optics but as usage has increased and more patterns have emerged, new components make sense to add!

What Changed

• Add Content Header Component
• Add documentation for Content Header
• Add some project specific spelling to workspace
