This broke our code when going from ROCm 6.3 -> 6.4. It makes things gratuitously non binary compatible between versions.

You aren't going to run out of numbers, please don't do this. You can mark deprecated fields as deprecated or remove them entirely, but don't change the numbers!

@geohot , thanks for the feedback. We do agree with your comments; the enum renumbering was an oversight on our part. I added a note to the Comgr README’s coding standards to help avoid this in the future: a9a44ba
