If it helps validate other programs to get this out of the way, we can merge it. But I remain uncertain it's the right approach, since it nullifies the $100 minimum credit, which NYS touts on their website. Do you think this PR represents the program correctly?

Yes, it would help very much in moving our NY testing forward.

I have no idea. I just want to make some progress on NY testing.

OK I'll merge this so we can continue testing. I've also reopened #3915 so we can identify the accurate way to model the program in both TAXSIM and PolicyEngine.
