Revise direction test in SampleConsensusModelParallelLine/RANSAC to be consistent with set tolerance. #2491

There wasn't really anything wrong with the SampleConsensusModelParallelLine. The computed model made sense and the computed coefficients as well.

The problem was coming from the actual conditions being tested. It was expecting a super precise absolute value for the direction, not consistent with the angular pose previously defined and definitely not taking into account the possibility of the negative equivalent direction.
