Mistake in osi_trafficsign, documentation of TYPE_TAXI_STAND

Describe the bug

There is a mistake in the documentation of osi_trafficsign, TYPE_TAXI_STAND:

• direction_scope for 229-1x signs is DIRECTION_SCOPE_LEFT
• direction_scope for 229-2x signs is DIRECTION_SCOPE_RIGTH
  -> direction scope and imagery of 229-11 and 229-21 is wrong/mixed-up
