Description

Moving to manylinux_2_28 since manylinux2014 is EOL and all compatible Linux distros are already EOL.

manylinux_2_28 is still maintained and provides the same compatibility as manylinux2014 in terms of maintained distros.

How has this been tested?

I did the tests on my machine inside the manylinux_2_28 container.
