This fixes the env solution that doesn't work with cuda 11.7 since there are no cuda 11.7 builds for openmm 8.1.2.

The reason our image building tests didn't work is the test isn't setup for changes in dependencies. What happened is the new min pin for openmmforcefields >= 0.15.0 requires openmm >=8.1.2 which requires cudatoolkit >=11.8

What the cron job was testing was "can we make a docker image with openfe and do things pass" but it uses the deps from conda-forge.

We can re-work this test to instead be like "try and not surprise me on release day" but this has the same issue as the feedstock package test which is "how do we handle changes in dependencies?"

We can figure that out in a separate issue.
