ORIGINAL PR: NeotokyoRevamp/neo#78

  • Part 1 of the CE changes integration, CE commits made in Year 2020 + 2022 for general bug fixes
  • Have general bug fixes, notably also CE's separate their stuff by the SDK2013CE pre-processor definitions which looks a bit odd in my opinion, but that how CE did their changes
  • Commits omitted:
    • Any SP-only, README, some gitignore commits
    • b08e0e353a03570ec55a70f83848213b8b1ad5ab - Fix MS Speech API 5.1 (2020-08-21)
      • Reason: Too large, for speech recognition and synthesis?
    • c06d431fbe1422bd861c5dccb651d5cb7cc6cac8 - Nettoken RCE exploit patch (2020-08-27)
      • Reason: It looks like NT:R already has it
  • Also omitted their vpc changes, but added the SDK2013CE pre-proc into client/server_neo.vpc
  • However, included the name change from games.sln to Game.sln. Using VS need to be aware of this.
