Summary
Add processing for native static-library link inputs and a helper that plans runtime linker arguments. Preserve literal static-provider values and ordinary shell-quoted arguments as separate contracts. Native Preview activation remains a later change.
Stack
Based on #3361. The updated parent is incorporated and the parser conflict is resolved. Land #3361 first, then reconcile and revalidate this branch against
main; do not merge into the feature base.Validation
Local processor tests passed (46), as did runtime-planning tests (28). The runtime-helper Bazel target executed and passed; the processor target reused a cached result. Scoped Buildifier and whitespace checks passed. Generated-example and Canvas behavior were not tested.
