Proper method for getting levels "like" a level #1003

Aside from moving this method to the database project, we could probably also create a (hidden) category for this, and also update the method to work properly, as right now, it only takes levels with any matching tag, which is often not enough. We could determine similarities between levels based on:
- similar tags (also weighting in how many of them match)
- similar labels (both publisher and most recurring, also weighting in the number of matching labels here aswell)
- similar playlists (probably counting others' playlists more)
- whether the levels share a contest (could probably be more valuable than the other criteria, especially because this one would be rarely fulfilled)
- whether the levels have the same level type (won't influence level lists in LBP1, only on the website)
- whether the levels have been liked/hearted/played by similar users
