Introduce versioning in soname for libDPCTLSyclInterface

Currently we do not follow standard soname conventions for libDPCTLSYCLInterface.so. We need to fix this to ensure proper versioning a backward compatibility can be maintained for our packages.

Reopening as we had to revert the change due to a conda build problem (versioned symlinks are not properly copied into the conda-package).
