[FR] Enable automatic spelling checker via github workflow

there are bunch of great documentation in the repository, but there are also many misspelling in there.

enable automatic spell check like codespell via github workflow, so that we can detect the mis-spelling on every PR.

Describe alternatives you've considered

None, i do not think of better solution instead.
