This is mostly derived from the existing release-linux.yml file. Not quite sure how it works, but we'll see.

This enables a CD pipeline for when we draft releases for Linux builds. This also bumps the version number to
2.0.0(which will be considered a pre-release until2.1.0). Will tag the revision accordingly after landing, and make a draft release to see if it all works as expected.
