Describe the bug
When generating a snapshot an internal error is thrown.
To Reproduce
Steps to reproduce the behavior:
- Download project for profile that cannot be opened:
https://simplifier.net/Geboortezorg-STU3/bc-Birth - Open Forge 29.1 for STU3
- Open the profile
Expected behavior
Profile can be opened

- FHIR Version: STU3
- Version: 4.2.0 & 4.2.1
Additional context
The fix for #2053 seems to have introduced this error. The new logic introduces conflicting actions:
