High resolution rawdata for mksurfdata_esmf

High res PFT data for 1850, 2000, 2015

0.05x0.05 resolution is what we supported in the past.
Add datasets to tools/mksurfdata_esmf/gen_mksurfdata_namelist.xml for hires_pft attribute.
Make sure mksurfdata_esmf works with the new data.
Add creation to the Makefile
Create a tag and then datasets from that tag.
Model resolutions finer than a quarter degree can be redone with the update.
Make a high resolution datasets at the resolution of the PFT data which subset_data can then be run over for high resolution work.

I don't see this happening by ctsm5.3.0, but maybe by ctsm6.0.0.

We just talked about this today in the CLM science meeting and decided we need to push this off to post cesm3.0. Having high resolution raw data would be helpful for the release and to have on the higher resolution surface datasets that we create. However, we can't fit this into the immediate timeframe for ctsm5.3.0 and don't plan to make surface datasets again for ctsm6.0, so as such we'll make this a post cesm3.0 release thing to do.

There's a good amount of work that @lawrencepj1 would need to do for this. There were issues with the high resolution datasets that he had created before and had to substantially change the process to do a better job. There's also more validation that will need to happen with these high resolution datasets.
