For ctsm5.2.0 the surface datasets were all created using the 5-min soil texture file. This is what we should do for the standard and lower resolutions. But resolutions that are finer than 5-minute (about a tenth degree) should use the 30-sec dataset. So this applies to grids like: ne240, mpasa7p5, and mpasa3p75. So the global-present-ultra-hi-res scenario in the Makefile submission.

Somewhat related to this is that the higher resolution datasets should also be made with the high resolution PFT data when that becomes available. We already have a TODO in the code referencing that.

We decided in the CLM Science meeting today, that this and the other high resolution work will be post cesm3.0.
