chore: add DEB/RPM packages #264

create Debian/RPM packages for ckms and cosmian_kms_server
Server configuration is only Sqlite dependent
Github workflows refacto:
- create a dedicated bash script to build/test/package
- reuse this bash script in all workflows
publish packages on package.cosmian.com and as Github releases assets
