Adds reserve-conduitio.yml, which runs only when triggered by hand. It publishes a conduitio 0.0.0 placeholder through Trusted Publishing. The placeholder contains no code; its description points to conduit-connector-sdk and conduit-client.

This claims the name for the unified Python distribution (#5). conduit-sdk on PyPI belongs to an unrelated company.

To run it, the PyPI pending publisher must be set to: project conduitio, owner ConduitIO, repo conduit-connector-sdk-python, workflow reserve-conduitio.yml, no environment.

Verified locally: uv build passes, and twine check passes on both the wheel and the sdist.
