Describe the bug

Our PFX for the UI Test App (which we need for the cross-app communication) expired at the end of August.

We need to renew it (and we should change the CN to be toolkit).

I'm pretty sure since we're being consistent with toolkit as the CN name, it'll be yeyc6z1eztrme for the end of the app string for the publisher (I think it's a hash).
