Unexpected behavior with FlowDirection RTL for RadialProgressBar and RadialGauge #4519

Describe the bug

In RightToLeft FlowDirection the RadialGauge flows RTL however the expected behavior in a culture with RTL language is still LTR gauges.

Reproducible in sample app?

  • This bug can be reproduced in the sample app.

Steps to reproduce

Go to RadialGauge
Add FlowDirection="RightToLeft" to Page
Change value to something other than 120

Notice gauge is backwards.

Expected behavior

Unless specified otherwise the FlowDirection should default to LeftToRight, even when the parent's FlowDirection is RightToLeft.
