Implement a POC Digital insurance card endpoint in Blue Button.
What Does This PR Do?
This is NOT meant to be merged!!!
This poc is to show an example of what a c4dic endpoint would look like. This POC actually creates 3 new endpoints for this purpose. Two of them just call the existing Coverage and Patient endpoints. Then a filter is used to grab only the information required. The organization endpoint is hard coded because that endpoint doesn't exist in BFD. This POC will also include a reference branch for the python SDK and python sample app to show an example of what a 3rd party might do with it.
