git fetch upstream

git branch polly-upstream 173d6d1d2e28a4697f1ac1d22da68f77ff19a0c9 # last synced 2026-08-24, not the ADR 0002 fork point
```
**Not the ADR 0002 fork point (`47e3b412`).** A hand-sync ran on 2026-08-24, before this runbook
existed, carrying the repo from `47e3b412` to upstream `173d6d1d` — five Dependabot-only commits
(codeql-action, xunit, dotnet, `Microsoft.NET.Test.Sdk`, `Refit.HttpClientFactory`), applied by
hand to `Directory.Packages.props` and two workflow files, now on `main` via the rename branch
(`259da7550`, merged in PR #2). Bootstrapping from `47e3b412` would surface those five again on
the first Step 1 diff; they'd land in the auto-skip bucket regardless (D5), so it isn't a
correctness bug, just noise this saves.
On later syncs, `polly-upstream` already exists and points at the last synced commit — skip the
`git branch` line.
