Updates the Azure SDK common pipeline analysis skill documentation to support richer test failure retrieval via new MCP tools and a more context-efficient workflow.
Changes:
- Added new MCP tools for fetching failed test run and per-test-case details.
- Updated the recommended analysis workflow to lazily fetch failure details from artifacts.
- Updated troubleshooting guidance to match the new output field names.
