Rather than check in swaggers, use a fixed link to them. If that isn't working because of a bug in autorest to download multiple URLs, check out what we did in sdk\search\generate.ps1 instead. You might also add a .gitignore file to the download directory to avoid checking them in. We don't want to have duplicates in separate repos, but a link with a fixed commit to files we want to process.
