[Event Grid] Migrate tests to the new recorder #20273

As the title says, this PR migrates the FR tests to the new recorder.

Follows the migration guide at https://github.com/Azure/azure-sdk-for-js/blob/main/sdk/test-utils/recorder/MIGRATION.md

Note

The new recorder requires test-proxy to be run before running the tests.
For this, "docker" needs to be installed in your environment as suggested at https://github.com/Azure/azure-sdk-for-js/blob/main/sdk/test-utils/recorder/MIGRATION.md#prerequisites.

What if I am onboarding a new service?

Often, new services do not have validation pipelines associated with them, in order to bootstrap pipelines for a new service, you can issue the following command as a pull request comment:
/azp run prepare-pipelines
This will run a pipeline that analyzes the source tree and creates the pipelines necessary to build and validate your pull request. Once the pipeline has been created you can trigger the pipeline using the following comment:
/azp run js - [service] - ci

In Azure#20273 we moved our `@azure/core-client` reference to `^1.5.1` in
order to pick up some new features we needed for use with the new
recorder. The version of this package has not shipped yet and we'd
like to release EventGrid this release cycle.

Talking with Jose, there's nothing we should need right now newer than
1.5.0, so we'll move our constraint back to that version.
