Refactor work comprises streamlining the code logic and removing unnecessary clutter (technical debt) and uniform styling. As done for other refactor packages recently, this is the last package for such work.

NOTE: Due to the refactor, this change introduces breaking changes. For instance the following class IssueConsole is now called ConsoleCmd.
