V1: Unable to load properties from base profile

Describe the bug

The CICS extension is not able to load properties coming from the base profile.

Expected and actual results

Expected to be able to load base profiles (which contains host, protocol, reject-unauthorized, and credentials)

Actual:

All V1 profiles and using the SCS plugin (with Zowe-Plugin ZE configuration)

Additional context

Tested on CICS v1.3.0 (from 2 years ago)
