Run scheduled tasks only when there is work todo #33
Description
Currently there is an scheduled task to post comments on analysis related to PRs. In low activity period this just throws constant queries to the database. Maybe when there are no comments to process it can turn itself off and wait for new analysis to be posted before checking. 🤔
