TimeTracker.Client (this PR) is at MudBlazor 9.10.0. Web and ComponentTests reference Client via ProjectReference but still pinned MudBlazor 9.9.0 directly, which NuGet flags as a downgrade error since 9.9.0 < what the ProjectReference chain now requires. Bumping all three to 9.10.0 keeps the lock-step requirement satisfied - same pattern as the entity-framework-core group. Supersedes #405 and #406, which proposed the same bump for these two projects independently.
