[Spike]: OpenID Conformance testing suite

Investigate a viable solution to run the OpenID Conformance Testing suite. For this we should be able use the example server in this library.

Questions

• Can we use the example OP and RPs for the conformance tests?
• Try to set up a manual run from a testing server
• Can we automate the tests in the pipeline?
• What is our current level of compliance?

The last test was for the complete zitadel product, v1.53.1 in November 2021.
