Add tss-pubkey to tracker index

The general idea is to try and make the tracker index unique.
Presently, the tracker index consists of chainID and Nonce. This has been unique so far as no TSS migrations were done.

• But with TSS migrations, the existing index for two TSS addresses is not unique.

This issue is a lower priority as we ensure all CCTXs are finalized before we start the TSS migration process, but it should be considered to be worked on at some point.
