1.16.0 Debian binaries do not have controller

It appears official builds are supposed to include the non-free controller, however the binaries at http://download.zerotier.com/debian/trixie/ do not have the controller.

Is explicitly noted that the default binary do not contain the controller anymore.

Yes I saw that. The changelog reference that the official builds are non-free. Where are these builds?

For my understanding is : Default binary builds no longer contain the controller.
So the binary also like Debian version will be available without the controller.
For what I can see the new flag/parameter is there for those who want to have the controller and need to use the make ZT_NONFREE=1 to build non-MPL components during the build process.
But starting from version 1.16.0 and later by default the controller will not be available anymore.
This is what I understood, in case anyone else can add or correct me if I'm wrong.
