Problem: in some cases SUB socket does not resend subscriptions

Happens when running over stunnel. Caused by an error in counting sent messages, when recovering from pipe hiccups.

Solution: count the number of sent messages correctly, when handling hiccups.

Fixed in libzmq master, backported to 4-0 and 4-1 stable.
