64-bit cycle counter support for ARC targets

#39935 added the k_cycle_get_64() function without ARC optimizations for ARC platforms having 64-bit counters.

This enhancement request is to plan for adding support for ARC (ARCv3 64-bit timers/counters, ARCv2 64-bit counter).
