Disabling CONFIG_BT_PHY_UPDATE makes connections stall with iOS

Many Mesh apps like samples/bluetooth/mesh disable CONFIG_BT_PHY_UPDATE, however currently when connecting from iOS (nRF Connect or nRF Mesh) the connection just stalls after having performed the connection parameter update procedure.
