Allow skipCrds in charts

Since helm4 I am having issues with charts that have crds supplied with them. Unfortunately I cannot give a simple flag like in helm to skipCrds, but this is not possible so I have to pull the chart, remove the crds dir and then use that local chart

This should be simple to introduce. Not sure why it would be different with Helm 4 as skip crds was also an option in Helm 3. Perhaps something about the crd lifecycle has changed. Regardless, seems like a reasonable thing to expose. I'd lean towards create time, but would have to look into this more.

Is this something you'd want to at create time or deploy time? Is there ever a situation where you want to skip crds on install but not on upgrade?

I think because helm 4 introduced server side apply, disabling that also made it run. But cleanest is to disable CRDs completely and manage them in seperate chart. Which I have done now by using actions to remove the CRD directory.

I think should be at create time yeah, because I would have then shipped another chart separately in the same zarf package.
