Description

Update the organization-owned Zi branching and release policy for protected main integration.

  • Amend ADR-0019 and the ADR-0028 publication contract without erasing historical context.
  • Update canonical organization-policy and release knowledge sources and regenerate their consumers.
  • Define ordinary main qualification, explicit exact-SHA milestone authorization, recovery and cutover gates.
  • Verify decision records, knowledge delivery and instruction routing.

Implementation started from current organization main 362528e9a9c5b802f4b8b1014473f531d3151a58. Draft ADR-0039 preserves accepted policy until maintainer acceptance and verified cutover; the target uses protected main and separately reviewed signed milestones through the existing tag path. Canonical policy, release guidance and testing guidance are updated with regenerated consumers.

    Instruction impact review:

    1. This changes shared policy, scoped testing/release guidance and the ADR inventory; live enforcement is a separate cutover step.
    2. All runtimes reading organization AGENTS.md, Zi contributors, release maintainers and the private meta-workspace consumer must receive the applicable guidance. No runtime-specific adapter behavior changes.
    3. Canonical owners remain knowledge/domain sources for generated guidance and decisions/ for the new proposal; generated outputs are regenerated rather than edited.
    4. ADR-0019 and ADR-0028 remain historical and operative before cutover. The proposal explicitly prevents their being mistaken for post-cutover policy; Zi guidance must use the same transition boundary.
    5. The organization manifest adds ADR-0039. Existing mandatory policy routes continue to deliver the rule; no new private route is needed for an advisory ADR.
    6. The transition rule lives in complete generated AGENTS.md and runbooks, without depending on optional hooks or skills. Per-runtime manual discovery remains unverified.
    7. Knowledge coverage, knowledge delivery, policy validation, routing validation, diff whitespace checks and 130 affected tests passed. Private composite generation awaits delivery of the approved public policy revision.

Next: implement and verify Zi qualification, branch triggers, contribution guidance and the normal signed milestone path. Publication, policy acceptance, live ruleset cutover and next retirement remain gated on review and hosted evidence.
