Purpose

Tracks the downstream rollout of ADR-0031, which is accepted. The organization side landed in #662 (58b42bd4):

  • the downstream inventory in .github/instruction-surfaces.json;
  • lib/approved-skills.json;
  • the generator and verifier scripts/org-routing.py;
  • the reusable workflow .github/workflows/org-routing.yml.

Nothing in the ADR or this issue authorizes writing to another repository. Each repository below adopts in its own reviewed pull request.

Per-repository adoption

For each repository:

  1. Regenerate the routing block from a z-shell/.github clone:
    python3 scripts/org-routing.py apply --repository z-shell/<name> --root <checkout>
    It only adds lines above the repository's own guidance.
  2. Re-pin every vendored organization skill to the approved revision (the authorized-installation procedure in runbooks/org-review.md):
    gh skill install z-shell/.github .github/skills/<skill> --pin <approved> --dir .github/skills
  3. Add a caller job, pinned to a full SHA per ci: version reusable workflows with immutable releases #543, with permissions: contents: read and no caller-level concurrency::

  4. Confirm python3 scripts/org-routing.py check --repository z-shell/<name> --root <checkout> reports current and the Org Routing job passes. The first caller run is also the first exercise of the workflow's caller path.

In every case the stale code-review pins have content identical to the approved revision, so re-pinning changes only metadata. src zi-install needs a real content update to 1bfbf33a.

    • Premise check on main at b849468 (premise not confirmed: the reported problem no longer reproduces): lib/approved-skills.json@b849468 approves code-review e1f8f6c and zi-install 1bfbf33. All 15 listed repositories now have an org-routing workflow on their default branch (wiki, src, zi-setup callers checked: uses: z-shell/.github/.github/workflows/org-routing.yml@1becebb7… # main, permissions declared). Sampled SKILL.md pins: F-Sy-H, src, zi (next), zi-setup code-review = e1f8f6c; src zi-install = 1bfbf33, i.e. the table's remaining findings are resolved. Only the zsh-lint checklist box is ticked.
    • Proposed disposition: close as completed. Closing is the maintainer's decision.
    • Unknowns and next investigation: Unknown: pins in the 10 unsampled repositories (z-a-default-ice, z-a-eval, z-a-meta-plugins, zd, zpmod, zsh, zsh-eza, zsh-fancy-completions, zunit, wiki) and whether each repository's Org Routing job has actually passed. Next: run python3 scripts/org-routing.py check --repository z-shell/<name> --root <clone> for each of the 15 and read the latest org-routing workflow run per repository; if all current and green, tick the checklist and propose closure, then open the separate ADR-0013 decision on making Org Routing a required check.
