[Platform] Adding a AWS read replica to an Azure universe causes errors in health checkup

Steps to Repro

1. Create an Azure universe with TLS off
2. Add a read replica(AWS instance) to it
3. Go to the health tab
4. Wait for the health checker to do a health check on the Universe
5. It shows that the node in read-replica has a connectivity issue
