[Platform] Increasing node count in Edit Unitverse in the On-Prem flow blanks out AZ fields

This was observed on 2.2.0.0-b80

Unable to reproduce this issue on 2.3.0. I did see this behavior when the nodes were improperly configured and the universe was in an Error state.

One note on this, as we just saw this in another POC, the error we got from the API was that it could not find enough nodes, which suggests configure was somehow trying to add a node to the wrong AZ

Setup was 8 nodes in the universe: 3/3/2, but 9 nodes total in the onprem fleet, with the last one being in the AZ with 2 nodes. So if configure would have done the intuitive thing, we should have ended up with 3/3/3, which the provider had.

We'll get YW logs and see what exactly configure chose, before error-ing out.
