Build support for pem files for TLS keys.

Currently we have to convert the pem files to DER format to be able to use TPCC app. We will need to build support for the binary to accept these keys in the pem file format.

Upgrading the jdbc libraries will give us support for pkcs12 format and then we will have to write code in the TPCC app to accept the pem file format.
