feat: Add podAnnotation to prometheus deployment helm chart

Adding an option for podAnnotation within the prometheusExporter deployment helm template.

Since it useful to add since it helps with managing ingress/servicemesh etc

What this PR does / why we need it?

Appends the functionality for making deployment usage in environments where istio or any other service mesh is running.
